road in baltimore county. the water went down a hill before freezing. that created a hazard for drivers. a nearby private school had to close for the day. >> baltimore city police say a man found shot in northwest baltimore has become the first homicide of 2010. it happened on sunday afternoon near druid hill park. paramedics responded and pronounced the victim dead at the scene. we have no word on a suspect or motive. at this time last year, baltimore already had six homicides. baltimore county police are looking for more leads in the case of a missing woman. jerryell foster has not been seen in more than four weeks. they have released a picture of her. investigators are asking an ominous -- an anonymous caller

to contact them again. they want to determine if there is a link between the missing loveseat and her disappearance. >> the body of an baltimore man was found on the interstate. he was found yesterday morning on the right-hand shoulder at the eastern avenue overpass. they are asking witnesses or drivers who were in the area yesterday morning to please come forward. the man whose car plunged into the icy waters of rock creek in washington, d.c., was a recent john hopkins driver. the car was almost submerged in the icy water. it took rescuers about 10 minutes because of the water froze and around it. joshua coleman was taken to hospital but died that afternoon. he graduated last year. >> lawyers for one of the

suspects in the murder of a former baltimore city councilman say that key evidence needs to be tossed out our investigative reporter is live in the newsroom with details. >> there could be serious questions about the case. it involves the 2008 murder of ken harris. it was one of the city's most violent high-profile crimes. >> his suspect was linked to the murder through dna. his lawyers are arguing they improperly obtained the dna by stating under a it was for a different murder occurred before harris was killed. the lawyers argue that police had no probable cause to get his dna in the harris case. they used the old case as the hook and then compare the dna to the evidence in the harris case.

the lawyers say it was either intentional or reckless disregard. harris was shot outside a lounge during a robbery attempt. >> prosecutors could lose their most valuable evidence against him. they requested a court hearing. two others are also charged in the harris murder. jayne miller reporting live for wbal-tv 11 news. >> later this week, the jurors from mayor dixon's trial are scheduled to go back to court to hear a motion on a new trial. they will be asked about facebook communications during the trial. some of the jurors are still socializing in cyberspace. lisa robinson joins us with the latest. >> this is the letter that went to jurors ordering them back to court on wednesday.

it also tells them not to talk about it. as deborah weinwbal- radio repos morning, the communications continue. >> the recall back to court to answer questions about facebook activity during the trial. the mayor was convicted of misdemeanor embezzlement. the jurors were told to bring copies of their facebook communications during the trial. the judge also asked them not to discuss the matter with anyone, including former jurors, the media, or anyone else until after the hearing on january 6. a recent check of the facebook activity shows that the jurors are still talking on facebook. this post was made on new year's eve. two of his fellow jurors responded.

started it. kate amara is live with more on the story. >> we begin with some good news. a 2-year-old is listed in good condition. three children were hospitalized after an apartment fire in glen burnie on sunday. that is according to fire officials who say the 91 call came from the downstairs neighbor at 10:30 a.m. in the morning >> everyone had evacuated the apartment before we get to the scene. >> it is not clear if cooking was left unattended or if the burner was turned on accidentally. four family members inside were hospitalized, including a toddler taken to johns hopkins with possible life-threatening

injuries. >> you always want to supervise and children to make sure that they are safe and you are safe. double check your smoke detectors to make sure that they are working. >> initially, it appeared that six people were injured. two adults were injured during a fight in the parking lot. it happened at the same time but was not related to the fire. >> it is not related to the fire. we do not know the specifics of the altercation. i do know some words were exchanged in the parking lot. things did escalate. >> one person was arrested and charged with assault after the fight. the fight took place at the same time and in the same place as the buyer. fire officials say the altercation did not hinder their work in any way. reporting live from glen burnie for deborah weinewbal-tv 11 new.

toward howard county, it is only about 30 degrees. it is 29 at edgewood. it is cold out west. it is below freezing at the beach in ocean city. the strong wind makes it feel a lot colder. it is going to be windy and cold overnight. we could see some snow flurries passing by. the wind will top 15 miles per hour through the evening. it will be pushing the wind chill down through the evening. there is a little bit of cloud cover moving in. that produces the scattered flurries. there is a big storm in canada with high pressure to the west. that brings us the wind that keeps it cold. the moisture it gets picked up off the lakes.

>> the state of maryland is facing an economic crisis. why are state lawmakers up for a raise? a state commission will discuss whether they should get a raise.

it is a tricky political issue. david collins has been looking into the benefits that maryland lawmakers currently enjoy. he joins us from the state house with the latest. >> no one is saying how much of the pay increases on the table. it could be cost prohibitive in more ways than one. the maryland general assembly finds itself in an awkward position this election year. in the middle of a recession and record high unemployment, all 188 members will have the opportunity to give themselves a pay raise. voting yes could be political suicide. >> the economy is not good. why should they have a raise? >> no one should be able to vote to give themselves a raise. that is absurd. >> the state constitution allows it. the general assembly

compensation commission meets every four years to discuss whether to increase pay or upgrade benefits. there are two salary commissions. one focuses on legislators. some say is political cover to allow them to get pay increases without doing it themselves. >> it is preposterous that they're talking about wage increases for elected officials. state employees are in the trenches every day and have seen cuts. >> maryland legislators are the 11th highest paid in the country. they draw a salary as part time lawmakers. the house and senate are in session for just 90 days, lawmakers have district offices open all year. in many cases, these offices are shared with others.

house and senate leadership and chairs get $19,000 for office expenses. there's another $3,000 available to cover its senses. lawmakers get $42 per day while in session for meals. most 0.1 and% of the daily limit last year. -- most of them claimed 100% of the daily limit last year. taxpayers subsidize up to 85% of the medical coverage. they rank 10th in the nation for retirement benefits. >> we have to see a turnaround in the economy and provide for the state employees' first and foremost. >> another option is tying any increase to the cost of living index or state worker pay

they could be getting up to 5 inches of snow tonight in garrett county. parts of allegheny and washington county are getting snow. it extends into west virginia and even into north carolina. some of it may make it into georgia and alabama. the strong wind will remain with us for the next few days. look at the wind speeds around the state of maryland. there is slightly stronger when the east of the mountains. -- there's slightly stronger wheind east of the month. there are scattered flurries and cold temperatures.

it is close to freezing around baltimore. with the wind chill on human skin, temperatures feel like the teens. if you are heading west to do some skiing, be prepared. you can get frostbite quickly when the wind chill is in the single digits. there could be some snow flurries around baltimore. the scattered clouds are generating a flurries. there is moisture off the great lakes. most of the snow will get trapped in the mountains. high pressure is trying to drive things out. this high-pressure stretches down to little rock. there is low pressure out towards nova scotia. in between is where we get a strong wind.

the stationary front will have an area of low pressure developing that will spread light snow into the mid-atlantic on thursday and friday. there could be an occasional flurry through central maryland tomorrow and on wednesday. most of the snow will be in the mountains to the west. there is an area of light snow stretching down from pittsburgh. on friday morning, some of this will be moving through. it may accumulate. we will have to see how strong the system is when it gets here. it will be 31 to 36 degrees mar. the snow will pile up out west. it is breezy and cold around the bay. there will be more sunshine but more wind around the coast.
